    A state regulatory agency has rejected an appeal about the nonpayment of prevailing wages by a Nut Tree property developer, a dispute that began in 2006 and only fully resolved recently, The Reporter has learned.


    OAKLAND -- The owner of a Dublin-based electrical company that has earned more than $1 million through various government contracts has been charged with 57 felonies for stealing workers' pay and lying about it.
